The detective branch of USA namely FBI (Federal Bureau of Investigation) has sent a letter to the Wikipedia Foundation. FBI mentioned to their letter that Wikipedia has used the logo of their organization in an article written about them which is fully illegal according to their claim. FBI told that if Wikipedia does not take any attempt to rectify it, then they will take necessary lawful steps in this case.
From the Wikipedia's site it is explained that the mentioned accusation is not right. They replied to that letter mentioning their view and the reason for using that logo. The member of Wikimedia's general council, Mike Godwin has given an explanation of law in this case. He says that the mentioned picture will not be removed from the Wikipedia and Wikimedia commons. Besides, he says that he has discussed with the other members of the council and they are ready to submit an explanation going to court if necessary.
FBI says that they want to remove that picture because that picture can be used for illegal use. The resolution of that picture is very high. So for a criminal it will be very easy to use that picture for bad purposes. In the letter of FBI, it is mentioned that Wikipedia did not take any permission to use that logo. They gave a reference of a particular law of United Nations that a person or organization can not use a logo of other organization without their permission.
To give proper answer of this question, Wikipedia foundation says that the above explanation of FBI is not right, because their logo was used to a few other websites too, such as in the online version of Encyclopedia Britannica. And they have used that logo to their article for relevant reason, not to give chance to criminals. They also mention that it is possible for someone to get the logo from Wikipedia and use for illegal use, but that does not mean that it was wrong to add that logo to Wikipedia.
